When to submit my site URL to search engines?

I don't until I have the site fully tested and the content at least fleshed out enough to not have any under constrution nonsense going on for Google to find. I have had Google usually index some pages before then though, so once I get the ideas drawn out and resources for the sites gathered I try to get the site put up fairly quickly without stopping in the middle of the job and letting it sit uncompleted for long. Google bots hit my new sites often and early for some reason. Without me doing anything special and without the sites always having any age on them at all.
